Michael A. Hargrave, PLS, Principal
Vice President - Survey Division
Mike provides leadership for the Survey Division, working with staff and clients to ensure full satisfaction with the quality and timeliness of services. Mike’s particular expertise is in heavy construction surveying for large site development projects such as schools, apartment complexes, and commercial centers, and for public infrastructure including transportation, utility lines, and treatment plants.

Lee D. Leighton, AICP, Associate Principal
Director - Land Use Planning
Lee has been central to the success of many complex land use projects in the Portland Metro area. He provides a knowledgeable and insightful approach to governmental planning and private development permitting. Lee frequently provides leadership for multi-disciplinary teams including civil and transportation engineering, economic/market analysis, and architecture and urban design.

Senior Project Manager - Development Survey
Gary offers the highest level of client service with in-depth knowledge of the surveying discipline. He draws on 25 years of experience to support multi-disciplinary teams, property developers, real estate professionals, and public agencies. Gary also serves as an advisor and part-time faculty member in the Civil Engineering Technology program at Portland Community College.

With 30 years of experience in industrial and land surveying around the world, Derek directs Westlake’s efforts in precise, 3D industrial measurement. Derek brings a creative, problem-solving perspective to each project to help clients meet complex measurement challenges.

John P. Tacchini, PLS
Manager - Development Survey
John is a veteran Oregon land surveyor with 25 years of experience in management of survey projects. He works closely with clients and coordinates the efforts of project teams. He has managed ALTA/ACSM land title surveys, design, right-of-way, and construction surveying for public roadway and utility developments, as well as commercial and subdivision projects throughout the Willamette Valley.
