Since 1999, Westlake has worked with quarry owners, geological engineers, and attorneys in Oregon and Washington to meet consulting needs for quarry operations planning (new and expansion efforts), permitting, and reclamation.
In addition to our historical experience, we are familiar with the requirements of Oregon Senate Bill 149 (passed in August 2009) and are working actively with consulting teams to meet those requirements while supporting strategic planning and inventory efforts.
Our experience incldues over 25 quarry sites from Columbia County to Lane County in Oregon and from the southern Oregon Coast to Bingen, Washington.
As surveyors, we provide all of the services necessary to comply with the new Senate Bill 149 and to support quarry operations planning and permitting. Services include:

site control and boundary resolution to establish limits and setbacks.

field data collection with preparation of base maps to illustrate existing surface conditions including slopes and mining activity.

Westlake civil engineers implement the Best Management Practices adopted by Oregon and Washingyon for site evaluation, mining and operations plans, storm water management, and reclamation planning. Services include:

calculations for significance (including cross-sections and quantities)

exhibits for permitting and planning including PAPA and existing conditions

reclamation planning including developing alternatives and cost estimates

basin definition for hyrdrologic analysis of run-off

conceptual design for storm water management including drainage ways/conveyance and outfalls to segregate process waste from run-off.
